I understand that in Malaya the salary and

seniority of Ex-War Cadets was determined in accordance with

the formula:-

Subtract the exact excess in years, months and days over 24 years of age at the date of the examination from the date of embarkation for Malaya and the date so arrived at will be the date as from which pay on the time- scale will be calculated, and by which seniority will be

determined:"

and that on the officer's passing his examinations salary has been paid retrospectively under this scheme as from the date of his embarkation.

I understand also that in Ceylon Cadets, from the date of passing their first examination, were allowed to count service for increments from the date on which they

became twenty-three years old or joined the forces, which- ever'was later. In this case however it appears that the officer only began to enjoy the benefits of the scheme from the date of passing his 1st examination.

It will be seen that these schemes are more

generous than the concessions granted in this Colony to the

individual officers and I have had under consideration

schemes based on those of Malaya and of Ceylon adopting the principle that these privileges will only take effect on the officer's becoming a fully Passed Cadet, and modifying the Ceylon scheme by substituting 23 years for 23 years in the computation of the date of increment as being the more correct figure for this Colony.
